Overview
In November, 2000, the voters of the State of California approved an amendment to the California Constitution (Proposition 39) lowering the voter approval requirement from 2/3rds to 55% for school districts that provide voters a specific list of projects, a committee of appointed citizens to oversee the expenditure of funds and an annual performance audit and financial audit of the bond funds and bond projects. Proposition 39 provides that the Citizens’ Oversight Committee shall have at least seven (7) members who may serve up to three (3) terms of two (2) years each. Committee members are governed by the rules and regulations as set forth and contained in the CBOC Bylaws and Board Policy 1125.
Purpose
To actively review and report on the proper expenditure of taxpayers' money for school renovations.
- Ensure Bond funds are used for legally authorized purposes.
- Ensure Funds are not used for teacher or administrative salaries.
- Receive and review copies of the annual performance and financial audits of Bond projects as required by California State law (Prop 39).
- Provide information to the public on the progress of Bond projects and expenditures of Bond funds.

Open Meetings
Per the Brown Act, meetings are open to the public, anyone can attend the Citizen's Bond Oversight Committee meetings. The Committee can only take action on items that are listed on the agenda. If you wish to speak at a meeting please fill out a Speaker Card, indicate the item # and hand it to the Secretary. This will enable the Committee Chairperson to call upon you to speak at the appropriate time, either during “public comments” or during an agenda item. Each speaker is limited to not more than three minutes under Public Comments and three minutes on non-public hearing agenda items. No one may speak more than once on an agenda item or during “public comments.” After having heard from the public, the agenda item will be closed to the public. Deliberations will then be limited to members of the Committee.

The District is seeking four members as follows:
- Representative from a Business Organization representing the business community located in Antioch Unified School District
- Parent with Child(ren) Currently Enrolled in District
- Parent Representative from a District Support Organization
- At-Large Member of the Public
The Committee will meet at least twice per year and is responsible for reviewing the expenditure of Measure C and Measure B bond funds. Applications are now available on-line or please contact:
