English Learner Advisory Committee
A school-level committee comprised of parents, staff, and community members designated to advise school officials on English learner programs and services.

Requirement
Each California public school with 21 or more English learners must form an English Learner Advisory Committee (ELAC).

Responsibilities
The ELAC shall be responsible for the following tasks:

• Advising the principal and staff in the development of a site plan for English learners and submitting the plan to the School Site Council for consideration of inclusion in the School Plan for Student Achievement.

• Assisting in the development of the schoolwide needs assessment.

• Ways to make parents aware of the importance of regular school attendance.

• Each ELAC shall have the opportunity to elect at least one member to the District English Learner Advisory Committee (DELAC). Districts with 31 or more ELACs may use a system of proportional or regional representation.

Composition Requirements
Parents or guardians of English learners shall constitute at least the same percentage of the ELAC membership as their children represent of the student body.

Elections
The parents or guardians of English learners shall elect the parent members of ELAC. Parents or guardians of English learners shall be provided the opportunity to vote in the election.

Training
ELAC members shall receive training materials and training which will assist them in carrying out their required advisory responsibilities. Training shall be planned in full consultation with committee members, and funds from appropriate resources may be used to meet the costs of providing the training to include costs associated with the attendance of members at training sessions.

Comité Asesor de Padres (ELAC)
Comité de padres, personal docente, y miembros de la comunidad responsable de dar recomendaciones a la administración escolar sobre servicios y programas para los aprendices del inglés.

Requisito
Cada escuela pública en California con 21 o más aprendices de inglés debe formar un Comité Asesor de Padres de Aprendices de Inglés (ELAC, por sus siglas en inglés).

Responsabilidades
El ELAC será responsable de las siguientes tareas:

• Aconsejar al director y personal docente sobre el desarrollo de un plan para aprendices de inglés y someter ese plan al consejo directivo escolar para posible inclusión en el Plan escolar para el rendimiento (SPSA, por sus siglas en inglés).

• Ayudar con el desarrollo de la encuesta sobre las necesidades de la escuela.

• Maneras de informar a los padres de familia sobre la importancia de la asistencia escolar.

• Cada comité ELAC debe tener la oportunidad de elegir al menos un miembro representante al Comité Asesor de Padres de Aprendices de Inglés del Distrito (DELAC, por sus siglas en inglés). Los distritos con 31 o más comités ELAC pueden usar un sistema de representación proporcional o regional.

Requisitos de Composición
Padres o tutores de aprendices de inglés deben constituir al menos el mismo porcentaje en ELAC que sus hijos representan en la población de estudiantes de la escuela.

Elecciones
Los padres o tutores de aprendices de inglés deben elegir a los padres miembros del ELAC. Todos los padres de aprendices de inglés deben tener la oportunidad de votar en la elección.

Capacitación
Todos los integrantes del ELAC deben recibir capacitación y materiales adecuadas para ayudarlos a cumplir con sus responsabilidades de asesoría requeridas. La capacitación debe ser planificada en plena consulta con los integrantes del ELAC y fondos de recursos apropiados pueden utilizarse para cubrir los gastos de la capacitación y asistencia de los integrantes del ELAC.
